Rulemaking Planning Calendar

  • 2026Planned Rulemaking:
    • Money Orders: To address security concerns about having cash on hand, Lottery will authorize retailers to pay prizes by money order.
    • Lucky Lines: In 2025, Lottery discontinued the game Lucky Lines. Therefore, Lottery will propose repealing the Lucky Lines game rules.
    • Contract Compliance Rule: Lottery will propose a new rule that authorizes Lottery to take appropriate compliance action based on the level of violation. The purpose of the rule is to give Lottery more compliance options other than contract termination for low-risk violations and to be transparent with retailers about how the risk level is determined for different types of violations.

Annual Rulemaking Reports

The Lottery submits an annual report about rulemaking to the Legislature as required by ORS 183.403.
